Hello, Team LMOA!
As 2023 draws to an end, LMOA staff is busy gearing up for a new year of excellent service. As you know, your billing statement for 2024 will be sent to you in January. We would like to encourage you to go paperless if you haven’t done so already. This helps the association save on printing and postage costs. If you want to join the initiative and receive your billing statement electronically, please send Member Services an email before December 21, 2023:

2024 Billing Period Reminders:
Semi-Annual and Monthly Payment Options are available upon approval from the Billing Office. (Your statement will be send January 5 and will explain these options.)
A Monthly Payment Agreement must be submitted with each new billing year.
Your 2024 Annual Barcode Renewals include any Guest Barcode Renewals.
If you have a guest with a barcode that you do not want to have renewed, please email Andrea Powell at
[email protected]
by December 21, 2023, so that she can have that barcode deactivated now. Also, if you have sold a vehicle and did not have the barcode deactivated, please do so now by contacting Andrea.
Please remember that your Annual Barcode Renewals are due and payable in full on January 31, 2024. (No other payment options are available for the barcode renewals.)
Golf/Pool/Food & Beverage Contract: LMOA is executing a 3-year contract option with Troon to manage the Lake Monticello Golf Operations and our pool. Troon is tracking to break even in Golf in 2024 which is a notable achievement! We are very happy with the improvements, and the targets Troon has accomplished since they started three years ago. The pool is projected to continue making a loss, which is a cost the Membership has always been prepared to absorb. Operating this popular amenity at a loss costs each Member address less than $2 per month. The most notable change in the contract is that LMOA has developed a new Food & Beverage model. The Board of Directors would like to lease The Pub to an independent business owner who will provide the community with quality service. Troon has agreed to support us during the transition, running The Pub on a month-to-month basis until a lessee is ready to take over. This new model is designed to eliminate losses in F&B, and LMOA is working to complete negotiations with Troon by the end of this month.
Board of Directors Meeting: The final board meeting of 2023 is on December 14 at 7 PM at the Fairway Clubhouse. The BOD is expected to approve the 2024 Budget at this meeting. The packet will be available at lmoa.org today. As always, Members may sign up to speak by emailing

. Our Broadcast Group volunteers will stream the meeting live through YouTube and broadcast live on Comcast channel 977.
FEMA’s Flood Study: The Federal Emergency Management Agency (FEMA) held an open house last Tuesday to answer questions about its new flood map. According to its latest flood study, about 100 Lake Monticello properties are at high risk for flooding. The at-risk homeowners could be required to carry flood insurance (about $400 per year) starting in 2025. These property owners have until Feb. 14, 2024, to submit comments to FEMA. The Board is tasking our Community Development Committee to look into this matter on behalf of LMOA. We have provided FEMA’s informational material on our website. Please log in at lmoa.org, select COMMUNICATIONS, and then FEMA FLOOD STUDY from the dropdown menu.
Aqua Virginia Rate Increase Reminder: Aqua Virginia may implement a water rate increase of 33.88% and a wastewater rate increase of 21.08% as soon as January 2024. If the State Corporation Commission (SCC) approves the rate increase as submitted, it will be approved retroactively. If the SCC approves a rate increase of less than requested, the utility has to refund the amount it collected over what was approved. It is important that our residents submit opposing comments to the SCC by April 2024. Last year, when Aqua Virginia proposed charging Fluvanna customers a Water and Wastewater Infrastructure Service Charge (WWISC) of $3.64/month, the State Corporate Commission (SCC) received only two comments opposing the charge; however, these few comments helped lower the requested charge to about a dollar per month per customer. The LMOA Board of Directors is working with the Community Development Committee (CDC) to submit detailed comments opposing the increase before the deadline, and already hundreds of Lake Monticello residents have participated. The Virginia Attorney General's Division of Consumer Counsel has indicated that it too will get involved. Retired attorney Tom Diggs and CDC Chair has spent over 100 volunteer hours reviewing Aqua Virginia's 775-page application and is preparing a recommendation to the Board.
